CHIEF OF INVESTIGATIONS THOMAS MAHONEY: OFFICE OF INSPECTOR GENERAL FOR NYPD AFFAIRS


ROLE IN THE COVER UP:

- DELAYED THE CASE FOR ELEVEN MONTHS, RUNNING A SHAM "INVESTIGATION" THAT PRODUCED "NO SUBSTANTIATED FINDINGS" 

-  LIED REPEATEDLY TO COMPLAINANTS BY CLAIMING TO INVESTIGATE WHEN HE WAS NOT, IN DIRECT VIOLATION OF THE OIG MANDATE. 

- Failed to investigate key questions establishing the proper jurisdiction of the case.

- Transferred the case to the NYPD when it was legally outside of their jurisdiction, and without factual basis for determining jurisdiction.


-ILLEGALLY SUPPRESSED KEY EVIDENCE AGAINST THE DOI AND NYPD/DOI SQUAD BY SENDING THE WRONG COMPLAINT TO THE NYPD's IAB AND DETECTIVE BUREAU.

HERE IS THE COMPLAINT of May 12, 2014 MAHONEY SENT TO THE IAB (if the case was under their jurisdiction, which it isn't)

HERE IS THE COMPLAINT of July 19 that MAHONEY SHOULD HAVE SENT TO THE IAB (if the case was under their jurisdiction, which it isn't)

According recorded testimony of detectives at the IAB and the NYPD Detective's Bureau,  MAHONEY only sent the first complaint and withheld the second, EFFECTIVELY COVERING UP CRIMES OF "TAMPERING WITH EVIDENCE" BY DOI AND NYPD STAFF, AND COMMITTING THE CRIME OF "TAMPERING WITH EVIDENCE" HIMSELF.

WHY DID MAHONEY SEND THE WRONG COMPLAINT AND WITHHOLD THE PROPER COMPLAINT?


Because the second complaint implicates the NYPD DOI Squad and therefore puts it in the sole jurisdiction of the OIG or federal prosecutors. 

The OIG is mandated to investigate "systemic" corruption in the NYPD, and an entire bureau covering up a crime and faking an investigation is as "systemic" as it gets. 

Mahoney needed to get rid of the complaint because it implicates his office mates and colleagues, and therefore sent an outdated and incomplete version of the case to the IAB and Detective Squad, and withheld the complete and up to date version from them, and more importantly, from the FBI and Federal Prosecutor Bharara. 


Moreover, in his letter of 4/15/15 , Mahoney KNOWINGLY LIED to complainants by stating that he had sent the the first letter, when in fact he had only sent the second.
