Correspondence between BSN and NY Department of Investigation Chief of Investigations John Kantor and DOI/ NYPD Squad Detective Eddie Lebron,

This correspondence, which took place between May 12 and July 1, 2014 shows that John Kantor, Chief Investigator for the NY Department of Investigation (DOI) , with the knowledge and consent of Mark Peters, Commissioner of the DOI, maliciously referred the Sunny Sheu case to the DOI NYPD  Squad, an entity which is legally prohibited from investigating complaints against the NYPD. Moreover, Kantor and Peters intentionally concealed the case from the appropriate authority within the DOI: the Office of Inspector General for the NYPD (OIG), for over six weeks, and would have continued to do so indefinitely if the BSN had not brought it to the attention of the OIG independently.

Thanks very much for your time just now. I have attempted to reach the proper NYC authorities through other channels over the past several months regarding this matter, but perhaps due to the demands of mayoral transition, my communication apparently never reached your office.

The matter at hand is the death of my friend Sunny Sheu, who was bludgeoned to death after being kidnapped and threatened by detectives of the NYPD Queens DA's office. Sunny was a whistle-blower who exposed a NYS Supreme Court Judge's involvement in a vast real estate fraud in Queens, as well as million of dollars in undisclosed assets owned by the Judge. 

One aspect of this case is undeniable: the Queens Medical Examiner that autopsied Sunny determined that the cause of death was "blunt force trauma to the head with skull fractures and brain injuries" and the manner of death "undetermined", requiring under law and immediate homicide investigation. In direct contradiction to the M.E.'s determination, the NYPD maintains that the cause of death was an "aneurism" with "no head trauma", and the manner of death was "accidental" and they have conducted no investigation at all. This situation, where the NYPD's determination of the cause and manner of death (and resulting inaction) supersedes those of the Medical Examiner, may be unprecedented, is clearly illegal, and it cannot be allowed to stand. 

I have been working for the past three years with Milton Allimadi, Publisher of the Blackstar News and retired NYPD Detective Joe Mazzilli to bring the perpetrators to uncover the true circumstances of Sunny's death. We have retrieved dozens of documents through FOIL which show unequivocally that elements of the NYPD are covering up the circumstances of Sunny's death, and strongly suggest that elements of the NYPD were complicit in the crime itself- but ultimately we are powerless without the action of law enforcement with supervisory authority over the NYPD.

Moreover, since my publication of my stories in Truthout.org and the Blackstar News, I have received calls from several people who are in the same situation as Sunny was before his murder, facing extreme abuse and  threats from NYC and NY State agencies, including the NYPD, also involving real estate fraud. These people are in imminent danger, and are desperate for the protection their government should provide. Unfortunately, the FBI, whom Sunny begged for witness protection weeks before his death, will not acknowledge the case, and letters from the Blackstar News to Mayor Bloomberg and Commissioner Kelly were ignored. 

Mayor DeBlasio's victory has given hope to those determined to prosecute this corruption before more lives are destroyed. I am asking Mr. Peters to study the facts of this story, and to consult with Detective Mazzilli, Milton Allimadi or myself regarding any questions he may have.

As I mentioned, I am friendly with the Belafontes, and share other mutual friends with the Mayor. From what I understand of his character, this story will disturb and concern him deeply. I am therefore requesting that your office bring this matter to the attention of the Mayor and of Commissioner Bratton. Even though some elements of the media have been slow to report on this case, there is considerable public concern, in NYC and nationally. The website regarding this case has received over 73,000 views from all over the world, and there is a petition to Raymond Kelly with over 1000 signatures demanding a thorough investigation of Sunny's death. As we reached the 1000 mark soon before Kelly's departure, and it was not delivered to him, but I can re-address the petition to Commissioner Bratton or to your office if that would be helpful. There is also a documentary being made about the case.

Certainly Mr. Peters is aware that there are corrupt and criminal elements operating within the New York City government and will welcome evidence that could bring them down. This case can give him the tools he needs to clean up some of the most insidious corruption in New York. Justice and lives are at stake.

I look forward to discussing this with Mr. Peters at his earliest convenience. I would be happy to arrange a meeting with me, Milton and Joe at your office if that would be helpful.

There is important new evidence regarding the coverup by the NYPD which I posted on the blog today. These are the three 911 emergency calls regarding Sunny's injuries, which were recently provided by the NYPD after years of delay. 

The recordings are attached,

None of the three witnesses mention that they saw Sunny fall - all say they found him already lying on the ground, injured. This contradicts the official NYPD report to the medical examiner.

One caller states; "there's a guy laying down here…"

Another caller states "There's a gentleman over here, he's laid out right now. He's not saying anything, he's just laying here. 

Another caller states: "there's a man, he's on the floor and he's going through seizures"


Clearly none of the witnesses saw Sheu fall, because it is human nature to report someone falling or collapsing if that is what one sees, rather than picking up the story after the fact. Likewise if a witness sees a person hit by a car, they will report "I saw a man hit by a car and he's lying in the street" rather than saying simply "there's a man lying in the street".

Moreover, in the course of the entire 911 interviews, not one witnesses reports seeing Sheu "falling" or "collapsing"



1) It is thoroughly improper for a NYPD Detective to present their opinion of the cause and manner and death to the Medical Examiner, who must make an impartial determination based on physical evidence alone.

2) The NYPD has refused to furnish the names of the witnesses, despite numerous FOIL requests for this information. As there is no criminal investigation pending, there is exemption for this information under FOIL. Robert Freedman of the NY State Center for Open Government concurs with this, and will testify to this effect. 

3) The "collapse" of Sheu makes for a convenient , if not plausible alibi for the real cause of the "Severe blunt force trauma to the head with skull fractures and brain injuries". Although the Doctor, Zeeshan Ahmed, that treated Sheu, and Detective Ambrosini and Detective Austin all falsely told Sheu's colleagues that there was NO head trauma, they could not likewise lie to the doctor who was to perform the autopsy, (and who in fact determined that there was sever head trauma) so they had to concoct an alternate hypothesis for the cause of the injuries. 

4) NO CAUSE has ever been determined for the alleged collapse. The ME's report did mention a collapse of any kind, nor any underlying cause of a collapse such as an aneurism or stroke.  

5) The injuries sustained by Sunny are physically incompatible with being caused by a spontaneous collapse. He would have had to fall backwards with great force directly on the base of his skull which would have had to have come in contact with some protruding object, of which there was none on the scene. People who are walking forward do not fall backwards.

6) The type of injury is compatible with known methods of effective assassination. For example it is compatible with with being struck at the base of the skull with a metal pipe.

7) There is an active and functioning  security camera placed on a storefront directly in from of the spot where Sunny was killed, yet according to the owners of the business that owns the store, the NYPD never asked for the footage of that day, which wold have shown the precise circumstances of Sunny's injuries. 

8) The injury took place over 5 miles from Sunny;s residence. Sunny had told friends three days prior that he was being followed by a van, and would be extremely careful when he left his house. He had a strict routine of walking every day for one hour. There is no way he could have expected to walk 5 miles and back in that time, and he would never have walked on a virtually deserted industrial street. 

9) MOREOVER: the Medical Examiner that autopsied Sheu's death, Dr. Michael Greenberg ,did NOT accept the NYPD's conclusion and ruled the cause of death "UNDETERMINED" requiring under law and immediate homicide investigation.

NO INVESTIGATION HAS EVER BEEN CONDUCTED.

Your assistant, Lee Contes has informed me that the letter below was forwarded to you on or about May 12, 2014.

It regards the ongoing cover up of the murder of mortgage fraud victim Sun Ming "Sunny" Sheu by NYPD officials. On May 12th, Mr. Contes assured me I would be hearing from the DOI within a day or two, but to this day, I have not received any response. The DOI's lack of response regarding this urgent case is troubling, and reminiscent of the willful obfuscation of the NYPD, who have withheld documents in violation of FOIA, and ignored all correspondence.

I am requesting an immediate acknowledgment of this letter. If you feel that this matter is not under your jurisdiction, I am requesting, in writing,  a referral to the appropriate agency. If this matter is within your jurisdiction, I am requesting a statement reflecting your intentions in following up on this case. 

I wish to be assured that I have exhausted my recourse with you before bringing this matter to the attention of your superiors. The lack of a simple response by end of day will be interpreted as an evasion of this matter and reported as such.

Subsequent to my conversation with Detective Lebron yesterday afternoon, I spoke with a friend associated with the Mayor's office. She informed me that investigations regarding corruption at the NYPD are being handled by the Office of the Inspector General for the New York City Police Department, headed by Philip Eure, I was surprised that the case had not been referred to Mr. Eure's office initially and wondered if that office has been apprised of your investigation into the Sunny Sheu case, which involves many alleged crimes and violations by the NYPD, including:

Illegal detention/ kidnapping 2 by Queens DA NYPD squad and no investigation thereof

Illegal suppression of information requested by FOIL and no investigation thereof

No investigation of death of manner ruled “Undetermined” by the M.E.

Fraudulent letter to Medical Examiner (Witness Tampering, Tampering with Evidence) and no investigation thereof Lying to victim's friends regarding cause and manner of death and no investigation thereof

Illegal removal of unidentified body and no investigation thereof Influencing witness in felony case and no investigation thereof

What I would like to know is this: Have you or Mr. Kantor brought the Sunny Sheu case to the attention of Mr. Eure? I look forward to your prompt response, as I am preparing a follow up letter to Mr. Eure.
