ROLE IN THE COVER UP:
AS DEPUTY INSPECTOR GENERAL OF THE OIG/ NYPD MUSUMECI FAILED TO RESPOND TO ANY OF THE URGENT EMAILS AND LETTERS (SEE BELOW) SENT DIRECTLY TO HER BY THE BLACKSTAR NEWS, EVEN THOSE ASKING MERELY TO CONFIRM RECEIPT OF OTHER LETTERS CONFIRMED BY CERTIFICATION.
MADE AWARE OF THE FRAUDULENT SHAM "INVESTIGATION" BY HER COLLEAGUES AT THE DOI, MUSUMECI FAILED TO REPORT THEM, AND IN FACT ALLOWED OR ORDERED THOMAS MAHONEY TO SUPPRESS INFORMATION CONCERNING THE SHAM INVESTIGATION WHEN TRANSFERRING THE COMPLAINT TO THE NYPD.
UNANSWERED EMAILS FROM THE BLACKSTAR NEWS TO SANDRA MUSUMECI, DEPUTY INSPECTOR GENERAL OF THE OIG/ NYPD
Dear Ms. Muscemi,
Thank you very much for your time and attention in our conversation of this afternoon. Thanks especially for allowing me to send this electronically as well as by mail, which I understand is the official protocol.
Please find attached the letter to Mr. Eure, which includes all the electronic links I mentioned. Please let me know if any of the links do not function, as sometimes there are formatting changes in e-mail transmission. Meanwhile, I will send a copy as a certified postal letter, which of course will not contain links.
Thanks again, and I wish great courage and success to you and your colleagues. You are in a position to help countless people and the citizens of NYC are behind you.
Yours truly,
Will Galison
Mr. Eure and Ms. Muscemi:
I have still not received any notification of receipt of my letter regarding the assassination of Sunny Sheu dated 7/19/14. In my brief conversation with Mr. Eure this afternoon, Mr. Eure told me that if your office had received the letter, I would be contacted, but I have not been. Indeed, the Post Office confirms that your office did receive the certified letter. If you have not personally received the letter this raises the concern that it may have been misplaced or waylaid by someone at the DOI. I realize that you are busy, but a simple acknowledgement of receipt would be appropriate in any case, especially in light of the urgency of this matter.
An acknowledgement of receipt by email will suffice.
Due to the fact that neither Mr. Lee Contes, Mr. Jon Kantor nor Mr. Eddie Lebron ever referred me to your office as they should have, I am concerned that they may be involved in an effort to keep the facts from your consideration. My email to these three men (attached) asking if they had brought the matter to your attention has gone unanswered for over a month. I'm sure you will agree that their failure to respond to such a legitimate question is at best highly unprofessional and at worst highly suspicious, and a dereliction of duty. When Lee Contes was asked why he did not refer my complaint to your office, when my complaint clearly regarded NYPD corruption, he told me that he was "told what to do".
My suspicion- which is shared by detective and journalist colleagues- is that Lebron and Kantor intend to issue a fraudulent report to you, falsely claiming that they have investigated the case and have found it to be without merit. The fact is that they have never diligently looked into the facts of this case, and therefore cannot have any informed opinion of the case's merits. Their failure to interview any of the witnesses, or demanded any evidence regarding the case indicates that they have no interest in investigation the case, and are instead effectively whitewashing it.
For your information, there is more important information and documentation about the case, safely and securely distributed to many people, which has not yet been published anywhere. The last document published three weeks ago describes the provenance of Sunny's body after it was identified and removed from the hospital by NYPD officers. That document has been viewed over 2000 times by parties in Ukraine, who appear to have more interest in Sunny's murder than do Detective Lebron and Mr. Kantor. Indeed, the extraordinary interest in the case by a foreign country notoriously linked with organized crime in New York City should be of as urgent concern to your office as is the apparent disinterest of your colleagues at the DOI.
My colleagues and I would like to present that information to your office personally, as it regards felonies and corruption in the NYPD. I am requesting that my colleagues an I be interviewed as soon as possible by your office as I will out of the country for an indefinite period of time after August 10.
Finally, as Detective Lebron will not reply to my emails, I am now asking your office, Mr Eure, to confirm in writing if there is indeed an ongoing criminal investigation of the Sunny Sheu murder by the Department of Investigation. That is public information, as I am sure you are aware, and there is no legitimate reason to withhold it from the public.
I look forward to your quick reply,
Will Galison
Dear Ms. Muscemi,
I sent the letter regarding Sunny Sheu to your office by certified mail as you requested. It is identical to the letter I sent to your email address, but without links. I look forward to receiving a confirmation of receipt by mail in the next few days. Thanks again for your interest in this matter.
On another note: my colleague, retired NYPD Detective Joe Mazzilli, was very interested to hear about the new Office of the Investigator General over the NYPD. Detective Mazzilli is a decorated and distinguished NYPD veteran who has extensive experience researching and fighting corruption in the force. He would like to contact you about the possibility of acting as a consultant to your office.
I know that you are assembling your team, and thought that you might be interested in an introduction to Detective Mazzilli, who I believe could be a great asset to you. Joe's email is assistjim@aol.com. I have also taken the liberty of forwarding your email address to Joe so that he might properly introduce himself.
Thanks again for your interest in the Sunny Sheu case, and your dedication to cleaning up the NYPD.
Yours truly,
Will Galison

NO RESPONSE FROM SUSAN MUSEMECI. WHAT POSSIBLE EXPLANATION COULD THERE BE FOR MUSEMESCI TO IGNORE THE ABOVE LETTER BESIDES ABJECT CORRUPTION?
THE ONLY RESPONSE FROM THE OIG/NYPD WAS THIS AUTOMATIC REPLY FROM PHILIP EURE WHICH AT LEAST VERIFIES THAT ALL CORRESPONDENCE REACHED HIM.
I will be out of the office until Monday, October 20. If your message is urgent, please contact Deputy Inspector General Sandra Musumeci. Her email address is smusumeci@oignypd.nyc.gov
Thank you.
Philip K. Eure
