MEMORANDUM FROM MARK PETERS REGARDING DOI DISCLOSURE OF FINDINGS

"The commissioner shall prepare a written report or statement of findings and shall forward a copy of such report or statement to the requesting party..."

The Backstar News requested a report or statement of findings and was told that "no substantiated findings were made"

How can there be no findings from an 11-month investigation??, when the primary questions specifically asked in the complaint were:

1) Who ordered the detention of Sunny Sheu by the NYPD Detectives of the Queens DA Squad? 

If no one ordered the detention then this was kidnapping under NY Penal Code

2) What NYPD officer ordered the removal Sheu's body from the hospital? 

Who authorized the removal? 

3) Was there a "witness"who saw Sheu collapse?

If there was no witness, then two NYPD officers conspired to mislead the medical Examiner by falsifying evidence. 

4) How did Dr. Ahmed and Detective Austin arrive at he same false story that Sheu died of an "aneurism" and "no head trauma?"

If there was collusion, who instructed both men to lie?

5) WHEY WAS THERE NO INVESTIGATION OF A DEATH RULED UNDETERMINED BY THE MEDICAL EXAMINER???

THE ONLY POSSIBLE EXPLANATIONS FOR 'NO FINDINGS" IS THAT THERE WAS 

A) NO INVESTIGATION OR 

B)THE FINDINGS WERE SUPPRESSED. 

IF THERE WAS NO INVESTIGATION, ON WHAT BASIS DID THE OIG REFER THE CASE TO THE NYPD?

IF THE FINDINGS WERE SUPPRESSED, THEN THE FBI MUST HOLD MARK PETERS AND PHILIP EURE TO ACCOUNT FOR CONSPIRACY TO TAMPER WITH EVIDENCE.
